回归以后,澳门特区政府进行了一系列的公共行政改革,在市民服务、人员管理、组织运作和制度革新等方面取得了很大成就。新一届特区政府上任后更在科学决策和阳光政府等方面提出更多举措,成绩斐然。当然,改革中仍然存在一些问题,比如在政策研究与咨询、财产申报、政府内部管理和协调(包括公务员中央招聘和统筹管理、官员提拔任用、政府执行力、公务员薪酬调整机制、公务员评核机制、公职人员快速增长)等方面,也依然有一些值得改进的地方,本文既总结了改革的成果、也指出了存在的问题,并提出了相应的建议。
Macau SAR government has launched serial reforms in public administration after the handover in 1999, such as Citizen Service, Staff Management, Process Optimization, and Institutional Innovation. The new SAR government after 2009 focused more on Scientific Policy Making and Sunshine Government. There are still some problems in public administration, such as Policy Research and Consultation, Property Declaration of Certain People, and the Internal Management and Coordination of Government (including the Centralized Recruitment and Management of Civil Servant, the Promotion and Appointment of staff, the Executive Ability, the Pay Review Mechanism, the Evaluation System, and the Rapid Growth of Civil Servant, etc.) This paper summarized the achievement of the reform, and also pointed out the problems and proposed some suggestions.
