2014年，澳门特区以民为本，科学施政，在经济建设、社会发展等各个领域取得了世人瞩目的巨大成就。然而不可讳言的是，在澳门经济社会高速发展的同时，澳门社会的各种矛盾和问题也逐步显现出来，比如产业结构单一、物价高涨、贫富差距大、行政司法效率低、区域合作缓慢、劳动力不足和素质低下等问题。建议制定中长期发展战略和清晰的产业政策，采取建立投资基金，健全分享机制，推进行政司法改革，落实人才培养机制和提高市民素质等一系列切实有效的措施加以应对，而建立良好的人才培养机制是实现澳门特区长期繁荣稳定的必要条件。
The Macao Special Administrative Region （SAR） has made great achievements in the economic and social development in 2014. On the other hand，it is undeniable that various contradictions and problems gradually emerged in the community，namely a rather monopolised economic structure，high inflation，a large income gap，low administrative and judicial efficiency，slow regional cooperation，labour shortage and low-quality labour force，etc. This paper proposes the formulation of a mid- and long-term strategies and clear economic policies by implementing a series of concrete and effective measures，such as establishing a sovereign investment fund，improving the wealth part-taking mechanism，promoting administrative and judiciary reform，setting up a mechanism for talent development and elevating the quality of the population. Establishing a good mechanism for talent development is an essential condition to guarantee the prosperity and stability of the Macao SAR.
