本文透过对澳门公务人员制度的发展进行梳理,分析澳门公务人员的招聘、薪酬、晋升、评核、培训五项与公务人员职程和发展息息相关的制度,并透过探讨现存问题,提出改革方向,以提高澳门特区政府的执行能力及施政水平。
This article summarises the development of the personnel management mechanism of Macau’s public sector and analyses its recruitment,remuneration,promotion,appraisal and training. By discussing existing problems,directions for reforms are proposed in order to improve the capacity of policy implementation and level of governance of the Macau Special Administrative Region government.
