澳门离岛医院的发展计划是澳门特区政府推动离岛地区医疗卫生发展的重要民生工程。由于离岛开发导致人口大量涌入，离岛地区的医疗服务供给已不能满足离岛居民的需求，而若远行澳门半岛就医又受限于交通与气候因素，十分不便，为此，在离岛地区修建一所大型的综合性医院是十分必要的。离岛医院项目自2010年开始规划，历经修改调整，现已完成填土工程与设计大纲，预计2019年全部建成。本文对此提出了一些政策建议，并提出建立PPP公有私营的模式来实现离岛医院的可持续发展。
The public hospital on Taipa island Macau SAR is one of the most important livelihood projects in the healthcare sector for Macau government.With the economic development during the past decade,the population of Taipa island has increased sharply,and the healthcare provider of this area cannot match the healthcare demand.Meanwhile, the climate and traffic situations have also become a barrier to health delivery.Therefore,it is necessary that a general public hospital be established on Taipa island.The project"Taipa Island Hospital"launched in 2010 and currently going through some adjustments,now has a design outline and fill construction has been completed. Hospital construction will being in the second half of 2014,and hopefully the first phase of the project can be completed by 2017,the whole project targeting competition in 2019.Problems for the project today include an unclear aim of the hospital,and the fact that quality and quantity of medical staffs cannot match the hospital development.This article provides policy recommendations for the Taipa Island Hospital project on the subject of sustainable development and a Public-Private-Partnership management model.
