澳门特区于2011财政年度推行“持续进修发展计划”，供2011~2013年年满15岁的澳门特区居民申请。自计划推出以来，由于内容涉猎甚广，引起社会各界的关注和讨论。至2012年11月初，澳门特区审计署对“持续进修发展计划”发表了长达90页的书面报告，批评该计划的不足，并且罗列各项漏洞。持续教育是体现地区发展生命力和竞争力黄素君：《澳门持续教育的现状、发展和挑战》，载于郝雨凡、吴志良主编《澳门经济社会发展报告(2011~2012)》，社会科学文献出版社，2012，第228~241页。的标志之一。本文旨在检视现况的同时亦尝试提出发展的方向以契合澳门的发展。
In order to encourage the residents of the Macau Special Administrative Region to enhance their literacy and overall competences to attain the goal of"World Tourism and Leisure Centre",the government launched a Continuing Education Development Plan in 2011.The plan intends to provide a total of 5000 Patacas for residents who reach the age of 15 or above for further study purposes.This Plan has widely debated since its implementation.Finally,an audit report was released in October,2012 and the Plan was being highly criticised,with comments such as"lack of plans,waste of money"and many others.It seems that the government has no intention to terminate this Plan.The objective of this article attempts to narrate the development of continuous education development in the territory and discuss the Plan.It is hoped that comments and recommendations will facilitate future improvement.
