2013年10月20日,澳门《食品安全法》生效、食品安全中心成立。两年以来,食品安全总形势大致承接之前状况:食源性疾病发病率不高,食源性疾病暴发似有改善趋势;异常食品只占市场上食品的极小部分,但异常食品事件相继发生,以至冲击食品安全信心、影响食品贸易,并可能趋于频发。同期,食品控制系统成功转变为单一部门模式,以风险分析为本的政策确立,中央协调机制有效运作;巡查和化验能够继承以往的工作,没有出现断裂情况;法制建设和信息沟通培训在既往的基础上有明显的积极发展。然而,澳门食品安全仍然面对来自政府、业界、公众三方,以及本地、区域、全球三级环境的重大问题和挑战。
The Macau Food Safety Law came into force on 20 October 2013,coinciding with the establishment of the Food Safety Centre. Over the subsequent two years,the food safety situation generally remained stable. The incidences of the foodborne diseases were not high and the improving trend of foodborne disease outbreaks are likely to continue. Notwithstanding that abnormal food products only accounted for a very small portion in the market,the successive incidents concerning abnormal food products might have substantial impact on food safety confidence as well as food trade. It is noted that similar incidents may tend to be frequent. Meanwhile,the single agency model has been successfully adopted as the organisation structure for the food control system. Principles of risk analysis have been applied for policy-making and the central coordinating mechanism effectively operated. Inspection and laboratory services,being carried over from the past,have been sustained. On the basis of the past,prominent and positive progress has been made in the aspects of legal system construction together with information,communication and training. Nonetheless,food safety issues and challenges will incessantly emerge in Macau from government,industry and consumers,as well as from environments at local,regional and global levels.
