近年来,澳门私人房地产价格飙升,致使澳门居民无力购买私人住宅,转而对公共房屋有了强烈需求。澳门特区为此调整了公共房屋政策,其中涉及不少法律问题,近期立法会也修改了《经济房屋法》。本文旨在基于公共房屋供给的现实情况,具体分析《经济房屋法》中申请公共房屋的“特定群体的澳门居民”的概念、经济房屋的申请及甄选方式等方面的法律规定,提出问题并给出相应的解决方法,以供今后公共房屋政策及相应法律修改参考。
The sharp increase in private housing prices in Macao in recent years make them unaffordable among Macao residents. As a result,demands for public housing have become stronger. In view of this,the Macao SAR government adjusted public housing policy. The legal aspects concerned with this adjustment were addressed in the revision of the Economic Housing Law. This article analyses the concept of “Macao residents of specific groups”,the application of economic housing and forms of buyer selection according to the Law. Problems are discussed and solutions suggested in order to provide reference for future policy formulations and revisions to legislation.
