通过打造世界旅游休闲中心，达至经济适度多元是澳门经济发展所要实现的目标。随着澳门与邻近地区陆海交通基建设施区域化发展不断推进，为了开发更多元的客源市场，在促进处于区内竞争较弱势的本地民航业适度发展同时，应尽快全面实现通关便利化，并构建连接澳门与珠三角区内各个国际客货运输枢纽的无缝综合联运系统。
The global economy is gradually recovering，thus increasing the demand for air passengers and cargoes services. The market of global civil aviation was expanding during 2013. With more than five airports competing in the Pearl River Delta Region market，the share of Macau civil aviation industries on passengers and cargoes is relatively small in 2013.
The objective of Macau’s development is to achieve a moderate diversification of the economy through building a world centre of tourism and leisure. With the continuous regionalisation of the land and sea transport infrastructure between Macau and the neighbouring regions，Macau，while being in a relatively weak position，should promote a moderate development of the local aviation industry，facilitate cross boarder-flow of passengers and goods，and construct a seamless multimodal transport system.
