在澳门,社团在推展公共服务时较好地运用大量社会资源,实现与政府的互补。随着时代发展引发了当地社会的变化,社团需要改进所提供的公共服务的内容、种类、形式,提升服务水平,增强服务素质。在此过程中,社团不仅受到资金、人员、场地、设施等方面的制约,还面临着整体公共服务的质与量方面的整合。2013年立法会选举期间,社团的公共服务功能亦因与政治参与的界限不清而备受争议。由此,要优化澳门社团的公共服务功能,特区政府除了加大对社团在软硬件方面的支持以外,还需加强对各社团服务功能的协调和整合,并细化有关法律进一步厘清社团公共服务与政治参与。社团自身也需及时调整自身的服务,实现政府社团之间的互补,并提高服务的专业化及科学化。
In Macau,local associations has utilized community resources efficiently to deliver public services,thus complementing with the functions of the Government. However,following development of the times,social changes demand associations to adjust the content,the type,and the form of their services,to improve service levels and to enhance service quality. In this process,these associations are not only constrained by funds,human resources,space,and facilities,but also face the challenge in integrating the quality and quantity of public services. During the Legislative Assembly elections in 2013,controversy arose for the unclear demarcation between the function of associations in delivering public services and in political participation. In optimising the function of associations in delivering public service,the Government should not only to enhance hardware and software support,but also to enhance the coordination and integration of such function. Legal details should be defined to clarify public services and political participation by associations. For the associations themselves,adjustments are also necessary in order to achieve complementarity between the Government and associations,as well as to make services more professional and scientific.
