习近平总书记视察安徽时提出要积极打造“生态文明建设安徽样板”。作为“生态文明建设安徽样板”的重要探索，黟县积极进行环境治理和生态文明建设，逐步形成了一套“以政府统领为中心，以绿色发展和系统治理为方针，以基层制度创新、‘生态+’多业态、全民参与为抓手”的生态文明建设模式。生态文明建设的“黟县模式”取得了经济效益、生态效益和社会效益的三赢。“黟县模式”具有重要的推广和应用价值。同时，黟县生态文明建设还有一些瓶颈亟待突破。
General Party Secretary Xi Jinping proposed the idea of building an Anhui Model for Ecological Civility Development during his inspection tour in Anhui. As an important effort to build an Anhui Model for Ecological Civility Development，Yixian County has actively conducted environmental cleanup and ecological civility development，and gradually formed a model with government leadership at the center，with green development and systemic governance as guidelines，and with grassroots institutional innovation，ecology plus and general participation as priorities. The Yixian County Model for ecological civility development has achieved triple wins in terms of economic benefits，ecological benefits and social benefits. Yixian County Model has significant values for promotion and application. Nonetheless，Qixian County still has some bottlenecks in its ecological civility development.
