从顶层设计、对话落实、支撑机制和强化交流四个方面来看，当前中日建设性安全关系正在稳步推进，首脑引领确定顶层设计和落实方向，外交和安全领域的多层面对话提供协调平台，传统与非传统安全领域的安全机制提供制度支撑，中日防卫部门人员、舰艇互访与学界交流的强化提供信任基础和智力支持。但在相互认知、机制运作、交流升级等各个方面依然存在一些明显且亟待解决的问题，中日双方对建设性安全关系的认知存在差异，中日安全机制的实施面临瓶颈，双边防务交流面临提质升级。综合四个变量来看，中日建设性安全关系的构建还有较大潜力。为此，中日双方应以“建设性安全关系”为共同出发点，提高对中日总体安全关系的统括性；在秉持建设性安全关系的前提下，探索和创新双边防务交流和合作的新形式；以加快非传统安全领域的合作机制的落实，促进传统安全领域的合作机制全面实施；中日安全学者应在国际安全理论上为中日加快构建建设性安全关系提供充足的理论支撑。
トップダウン設計、対話による実現、サポートメカニズム、交流の強化の四つの面から見ると、現在の中日の建設的安全関係は着実に推進されている。首脳がリードしてトップダウン設計と実施の方向性を確定し、外交と安全分野でのさまざまなレベルの対話が協調のプラットフォームを提供し、伝統的、また非伝統的安全分野における安全体制が制度からのサポートを提供し、中日の防衛部門の人員や艦艇の相互訪問と学界交流の強化が、信頼の基盤と知識のサポートを提供している。しかし、相互認識、体制運営、交流のアップグレードなどの面では、依然として明らかな、解決すべき問題が存在しており、中日双方の建設的安全関係に対する認識には違いがあり、中日安全体制の実施はボトルネックに直面し、両国の防衛での交流は質の向上に直面している。四つの変数を総合して見ると、中日の建設的安全関係構築の今後には期待が持てる。そのために、中日双方は「建設的安全関係」の中日の安全関係全体に対する統括性を強化すべきである。建設的な安全関係を前提とし、二国間防衛交流と協力の新しい形式を模索·刷新する。非伝統的安全分野での協力体制の実施を加速することで、伝統的安全分野の協力体制の全面的な実施を促進する。中日の安全に関する研究者は国際安全理論において、中日が建設的安全関係の構築を加速するために、十分な理論的サポートを提供すべきである。
The current constructive security ties between China and Japan are steadily built and strengthened from the levels of the top design，policy implementation，support mechanism and dialogue and communication. Heads of both the two sides decide the top design and the general policy direction，with foreign and security dialogues providing the coordination platform，traditional and non-traditional security cooperation providing support mechanism and personnel and academic exchanges serving to strengthen the mutual trust and intellectual support. However，there are still some obvious and urgent problems to be solved in the aspects of mutual cognition，mechanism operation，and upgrading of exchanges. There are differences in the perception of the constructive security ties between China and Japan and the implementation of the security mechanism is also faced with some bottlenecks. However，the prospect of building China-Japan constructive security ties is still quite optimistic. Both sides should work together to strengthen the role of “constructive security ties” in the overall bilateral relation，explore new forms of bilateral security exchanges on the premise of upholding the constructive security ties and promote the cooperation mechanisms in the field of non-traditional security for the full implementation of cooperation in the field of traditional security. Chinese and Japanese scholars of security studies should provide intellectual support from the perspective of international security theory to accelerate the building of China-Japan constructive security ties.
