2019年11月4日，RCEP 15个成员国宣布结束全部20个章节的文本谈判和实质上所有的市场准入问题的谈判，并启动法律文本审核工作，致力于确保2020年签署协定。RCEP在多元化成员国提高谈判难度和具有小国主导的独特模式及开放、灵活、务实的合作原则等方面与TPP相比独具特色。日本对RCEP的政策经历了以“10+6”对冲“10+3”、制衡中国影响力；优先参与TPP，消极应对RCEP；“高质量”引领RCEP谈判进程；积极推动2020年签订包括印度在内的16国RCEP等阶段。为了促成16国RCEP能够如期在2020年成功签署，日本政府在力劝印度重返RCEP的同时，加强与中国的合作，并积极游说其余成员国。展望未来，完成RCEP谈判，向世界展现更加包容开放、务实合作的亚洲，对外发出反对贸易保护主义、支持自由贸易和多边主义的积极信号，对世界经济及中日经济发展都具有重要意义。
2019年11月4日、RCEP加盟15カ国は「全20章に関する条文ベースの交渉及び基本的にすべての市場アクセス上の課題への取り組みを終了した」とし、2020年中の協定署名に向けて、法的文書の精査を開始すると宣言した。RCEPはTPPと比較して、多様な加盟国の交渉の難しさ、小国が主導的な役割を果たす独自の方式、オープンで柔軟かつ実務的な協力原則などの面で特色がある。日本のRCEPに関する政策は次のような経過をたどった。「ASEAN+6」を支持して「ASEAN+3」に反対し、中国の影響力を制限しようとした。積極的にTPPに参加して、RCEPに消極的な姿勢を示した。質の高さによってRCEP交渉をリードした。2020年にインドを含めた16カ国でのRCEP署名を推進している。予定通り2020年にインドを含めた16カ国でRCEP署名を実現するために、日本政府はインド政府にRCEPに復帰するよう強く促すとともに、中国との協力を強化し、ほかの加盟国にも積極的に働きかけている。今後の見通しについては、RCEPの署名は、世界により包括的で開放され、実務的で協力するアジアを示し、貿易保護主義に反対し、自由貿易と多国間主義を支持する積極的なシグナルを送るものであり、世界経済と中日両国経済の発展に重要な意義がある。
On November 5th，2019，the 15 RCEP member states announced that the negotiations over all 20 chapters of texts and all the essential problems about market access had been finished，and the review of legal texts will be started to ensure that the agreement will be signed in 2020. Compared with TPP，RCEP has some special characteristics in its harder negotiation between more diversified member states with a model led by small countries based on open，flexible and pragmatic principles. Japan’s policy towards RCEP has undergone phases from balancing China’s influence by replacing the “10+3” mechanism with “10+6” mechanism，giving priority to TPP and negatively coping with RCEP，leading RCEP negotiation progresses with the “high quality” principle and actively prompting the RCEP negotiation including 16 states. In order to sign the RCEP agreement in 2020 as scheduled，Japan has worked hard in persuading India to return to the RCEP negotiation，strengthening the cooperation with China and lobbying other member countries. Looking ahead，the finishing of RCEP negotiation will show a united Asia based on more inclusive and pragmatic cooperation and send a positive message of opposing trade protectionism and supporting free trade and multilateralism，which is of great significance for the development of the global economy as well as economies of China and Japan.
