在第四次工业革命的浪潮下，越南推出了主动参与“工业4.0”的战略与政策。作为新兴经济体的越南何以热衷于“工业4.0”，究其动因，主要是越南试图借力“工业4.0”，发挥后发优势，打造经济持续增长的新引擎，促进产业结构转型升级，推动增长模式、政务和社会管理的改革。为此，越共中央和政府制定了“工业4.0”的中长期战略目标，确立工业优先发展的重点行业，实施参与“工业4.0”的政策措施，加强应对“工业4.0”的能力建设，借助全球价值链和区域生产网络重构，引进“工业4.0”投资项目和先进技术，并加快国内智慧城市建设。第四次工业革命引发的全球价值链重构，为越南经济增长和产业升级带来难得的机遇，但越南参与“工业4.0”的基础和能力仍十分薄弱，它将直接影响实施“工业4.0”的政策效应。
Under the impact of the fourth industrial revolution，several policies and strategies of industrial 4.0 have been launched by Vietnam successively. As the emerging economies，the reason why Vietnam is so keen to industry 4.0 is that with the benefit of “industry 4.0”，Vietnam attempts to make better use of their advantages as late starter，foster new engine of economic growth，promote industrial transformation，and push reforms on the economic growth mode，government administration and social management. In order to achieve above goals，the Medium and long-term strategic objectives of “Industry 4.0” are established，which include identifying the priority industries，implementing policies and measures to participate in “Industry 4.0”，strengthening the capability building in response to “Industry 4.0”，bringing in advanced technology and investment projects under “Industry 4.0”，and accelerating the construction of smart cities. The reconstruction of global value chain under “Industry 4.0” will create opportunity for Vietnam，but due to the weak foundation of its infrastructure and capacity，the implementation effect will be weakened directly.
