2019年，欧洲对美国总统特朗普外交政策的关注中掺杂着不可理喻与不知所措。欧洲终于明白，不管是特朗普还是民主党人士赢得2020年美国总统之位，欧美关系都无法回到特朗普上台前的时光。与此同时，越来越清楚地表明，在可预见的将来，跨大西洋关系也将由中美关系决定。欧洲必须消除误解，认识到中国快速发展是正当的，才能在正在形成的美欧中三角关系中进行适当的自我定位。只有在此认识基础上，才能构建建设性的跨大西洋关系，并实现欧中之间的紧密合作。
In 2019，Europe followed the foreign policy of U.S. President Trump with a mixture of incomprehension and incredulity. It finally came to understand that its relations to the U.S. could never return to the state before Trump-independently of whether he would win the 2020 elections or if he would be succeeded by a Democrat. At the same time it became increasingly clear that the transatlantic relationship would for the foreseeable future also be determined by the relations between Washington and Beijing. To find its place in the emerging power triangle U.S.-Europe-China，Europe has to overcome the misunderstanding that China’s rise is somehow illegitimate. On the basis of this realization a constructive transatlantic relationship will be possible，as will be close cooperation with China.
