Henan Province’s “Opening-up Conference” pointed out that “to accurately grasp the trend of opening-up changes and phase characteristics”，Zhengzhou should be positioned as a central open city in Eurasia inland，expanding “opening to the West” to offset the impact of Sino-US trade friction. Agricultural cooperation between China and Pakistan is progressing smoothly in the Central Plain region and has broad prospects. Making use of the Shanghai Cooperation Organization Platform，we have selected Pakistan as a high-quality partner，giving full play to the functions of “local diplomacy” and “city diplomacy”，and providing international public service products，“hard strength”，“soft strength” and “smart strength” will be condensed into the “comprehensive strength” of opening-up.
