作为区域小国的新加坡,其外交战略一直吸引学界的关注,对其外交战略不同层面的研究成果颇丰,以大国平衡及对冲战略界定其战略特点的观点较为普遍。考察新加坡建国以来的外交战略实践可以发现,这种概括存在界定不清、以偏概全的不足,难以把握新加坡外交战略的全面性与复杂性,有鉴于此,本文力图在梳理新加坡建国以来不同时期的安全关切及战略重点基础上,将新加坡外交战略界定为多环平衡战略,以更为准确、全面地概括其总体特征,把握其未来发展趋向。
As a small country,Singapore’s diplomatic strategy has been attracting the attention of the academic community. There has been abundant research on the different levels of its diplomatic strategy,and it is more common for researchers to define its strategic characteristics as great power balance and hedging. In view of the implementation of Singapore’s diplomatic strategy since its founding,we can find that this is no more than an unclear and partial generalization,which renders it difficult to grasp the comprehensiveness and complexity of Singapore’s diplomatic strategy. This article then tries to define Singapore’s diplomatic strategy as a multi-level balanced strategy based on a combing of the security concerns and strategic priorities of different periods,so as to summarize its general characteristics more accurately and comprehensively and grasp its future development trend.
