意大利虽然地处欧洲南部地中海沿岸，但作为一个传统西方大国，它是较早进行北极探索的国家。2015年底，为继承北极考察的历史传统和应对北极形势的发展变化，意大利政府出台了《意大利北极战略：国家指南》，标志着北极问题正式成为其国家战略。意大利在北极地区的利益关切，体现在彰显和提升国际影响力、认识和应对气候环境问题、维持北极科研优势和抓住北极经济开发机遇，并从重视北极理事会的作用、在欧盟框架内开展行动、加强国内力量整合以及倡导可持续发展等方面推进北极战略的落实。但受执政党更替、经济危机、地中海局势和北极军事化等因素的影响，意大利北极战略的实施面临着不少障碍，需予以进一步关注。
Italy is located in the Mediterranean coast of Southern Europe，but as a traditional Western power，it is a country that explored the Arctic earlier. At the end of 2015，in order to inherit the historical traditions of Arctic expedition and cope with the development of Arctic situation，Italian government introduced the “Towards an Italian strategy for the Arctic-National Guidelines”，marking the Arctic issue officially becoming its national strategy. Italy’s interests in the Arctic include highlighting and enhancing international influence，recognizing and responding to climate and environmental issues，maintaining its position in the Arctic research，and seizing the opportunity for the Arctic development，it adopt several measures，such as valuing the role of Arctic Council，taking action within EU framework，strengthening of domestic forces integration and promoting sustainable development. However，affected by the ruling party’s replacement，economic crisis，Mediterranean situation and Arctic militarization，Italian Arctic strategy’s implementation faces some obstacles and needs further attention.
