国际社区是城市国际化的重要标志，合肥作为长三角世界级城市群副中心，国际社区建设成为其打造国际化都市的一项重要任务。通过实地调研发现，合肥市的国际社区建设具备政策环境逐步优化、海外人才数量加速增长、产业集聚效应显现、建设实践初见成效等有利条件，但也存在着社区建设起步较晚、海外人才总量较低、国际医疗条件欠缺、国际教育资源匮乏、社区服务能力滞后等制约因素。本报告提出合肥市建设国际社区的总体思路，并从管理方式、空间规划、生活环境、社区文化、社区治理、队伍建设等方面提出相应的对策建议。
International community is an important symbol of a city’s internationalization. As a sub-center of the world-class Yangtze River Delta city cluster，Hefei has made the construction of an international community an important task to build an international cosmopolitan. Field research found that Hefei has favorable conditions for the construction of an international community such as the gradual optimization of the policy environment，the accelerated growth of overseas talents，the emergence of industrial agglomeration effects，and the preliminary success in construction practices. Constraints also exist such as a late start，insufficient overseas talent，lack of international medical conditions & international education resources，and lagging capabilities regarding community service. This report puts forward the overall guideline for building an international community in Hefei，and proposes corresponding construction countermeasures in terms of management methods，spatial planning，living environment，community culture，community governance，team building，etc.
