“一带一路”作为党中央提出的重要发展愿景，连接中外、融通古今，本文从文明史观的角度切入，回答了什么是“一带一路”、为什么要建设“一带一路”以及“一带一路”怎么建设这三个问题。首先，“一带一路”的内涵可以被阐释为一个概念、两个组成、三个原则、四大关键词、五个抓手、六大经济走廊、七大地区、八大领域。其次，“一带一路”融通了中国梦和世界梦，正在开创再造中国和再造世界的双重逻辑。最后，“一带一路”建设将分三个阶段逐步推进，通过建设高标准的自由贸易区和经济走廊来打造区域一体化格局，最终建成利益共同体、责任共同体、命运共同体。
“The Belt and Road” construction has been written into the Party Constitution according to CPC 19th National Congress，which is an important strategic decision to connect and benefit China and the world in all dimensions. This article answers the following three questions：“What is” “Why should” and “How to build” “The Belt and Road” from a historical civilization perspective. First of all，its connotation can be interpreted as a concept，two components，three principles，four perspectives，five directions，six corridors，seven regions and eight fields. Secondly，“The Belt and Road” is connecting the Chinese Dream and the World Dream，which is in a dual logic of reshaping China and reshaping the World. Finally，“The Belt and Road” construction will be implemented from three stages step by step，by connecting high standard free trade areas into a network to regional integration，whose final completion is community of interests，responsibility，and the destiny.
