投资议题的谈判曾因WTO成员之间分歧较大而停滞。投资便利化属投资议题之中的一个领域，回避了以往投资议题中一些争议较多的内容。近年来，受《贸易便利化协定》达成的启示，国际社会对投资便利化的关注和研究逐渐增多。本文对投资议题的演进进行梳理，对投资便利化议题的内涵与必要性、面临的机遇与挑战进行分析，并对其未来的推进提出思考。通过分析，笔者认为国际社会成员应加强投资便利化的落实和讨论，对其内容进一步研究和阐释，努力达成诸边协定。
The WTO has failed to push forward the discussions on investment issue. Instead，investment facilitation has attracted more attention recently because of less controversy over it. Aspired by the success of Trade Facilitation Agreement，WTO members start to consider the possibility of making rules on investment facilitation as an early harvest outcome. The paper reviews the development of discussions on investment in the WTO and analyzes the different contents and implications of investment facilitation. In particular，the paper makes arguments on the necessity and feasibility of a set of rules on investment facilitation under the WTO. Some suggestions are made for WTO members to promote the possible negotiations.
