本文回顾了武汉市优秀历史建筑的保护管理历程，分析了当前保护管理制度上存在的问题。通过对比其他城市的经验，结合武汉市的现状特点，提出了《武汉市优秀历史建筑保护修缮技术规程》的研究思路与重点难点。从工作机制、流程管理两方面，探讨了保护修缮实践中的制度创新问题，为其他城市历史建筑的保护管理提供了可借鉴的经验。
This paper analyzes the existing problems of the current management system by reviewing the conservation and regulation process of the outstanding historical buildings in Wuhan.Comparing with the experience of other cities and combining with the local city characteristics，the paper puts forward the key points and difficulties within the research on the Technical Regulation for the Conservation and Reparation of Outstanding Historical Buildings in Wuhan.This paper discusses the regulatory innovation for the conservation practice from two aspects：working mechanism and process management，and provide experiences for similar cities.
