洋浦经济开发区自1992年国家批准设立以来，经过多年的实践探索，初步形成了以石化产业、油气储备产业、林浆纸一体化产业、港航产业四大产业为主导的产业体系。洋浦产业发展从无到有，其工业发展在海南省工业发展中扮演着不可或缺的角色。2018年，国家支持建设海南自由贸易试验区和中国特色自由贸易港，这对海南省和洋浦经济开发区是一个重要发展机遇。同时，习总书记“4·13”重要讲话和《中共中央 国务院关于支持海南全面深化改革开放的指导意见》、《中国（海南）自由贸易试验区总体方案》等国家层面的文件，对洋浦经济开发区发展提出了新要求。2018年，洋浦经济开发区在经济发展的各个领域有序推进，但由于前期经济和产业基础相对较薄弱，总体处于为自贸试验区和自由贸易港建设蓄力的阶段。下一步，在海南自由贸易试验区和自由贸易港建设的大背景下，洋浦经济开发区应以高新技术产业的标准集约发展石化工业，着力提升石油炼化技术水平，延伸石化产业链条，打造中国南部重要的石油储备和石油炼化中心，并充分发挥洋浦港邻近东盟国家港口的地理位置优势，加快洋浦建成面向东南亚、背靠华南腹地的航运枢纽、物流中心和出口加工基地的进程。
Since the approval of the Hainan Yangpu Economic Development Zone （Bonded Port） in 1992，an industrial system dominated by four main industries has been established after years of practice and exploration，which includes the petrochemical industry，oil and gas reserve industry，forestry-pulp-paper integration industry and port industry. The industries in Yangpu started from scratch，and the region’s manufacturing development has played an indispensable role in the industrial development of Hainan. In 2018，the approval of establishing the Hainan Pilot Free Trade Zone and the Free Trade Port is an important development opportunity for Hainan Province and the Yangpu Economic Development Zone. At the same time，the speech delivered by General Secretary Xi Jinping at the 30th anniversary of the establishment of the Hainan Provincial Special Economic Zone，the Guidance of the CPC Central Committee and the State Council on Supporting Hainan’s Comprehensive Deepening of Reform and Opening-up，the Overall Plan on the Hainan Pilot Free Trade Zone and other national-level governmental documents put forward new requirements on the development of the Yangpu Economic Development Zone. In 2018，the Yangpu Economic Development Zone was promoted in various fields. However，due to its previously weak performance of economy and industries，it is now in the accumulating stage for the construction of a pilot free trade zone and a free trade port. Next，under the context of the construction of the Hainan Pilot Free Trade Zone and the Free Trade Port，the Yangpu Economic Development Zone should intensively develop its petrochemical industry with high-tech industry standards，focus on improving its level of petroleum refining technology，and extending its petrochemical industry chain to become an important oil reserve and petroleum refining center in southern China；also it should fully utilize the geographical advantage of the Yangpu Port being adjacent to ASEAN countries and speed up the building of Yangpu as a shipping hub，a logistics center and an export processing base facing Southeast Asia and backing the hinterland of South China.
