Despite rapid Science and Technology progress and advancements，the developing countries face a host of problems such as poverty，hunger，degradation of environment and natural resources，ill effects of urbanisation and issues such as renewable energy generation，management of water and farm lands，sustainable agriculture，nutrition，sanitation and health. The solution for all these problems，the governments have to depend on the health of universities and other educational institutions which are knowledge creators and knowledge disseminators. There is also increasing tendency to focus on commoditization of knowledge. One of the fundamental questions arise is how to protect the unique role of universities in knowledge dissemination and in maintaining the values and culture of a region.

The paper discusses the relevance of university outreach in regional development and Asian values. It is time to take another look at the way we perceive development，prosperity and happiness. For instance，in 2011 April，several hundred leaders from government and civil society gathered at the UN headquarters to explore a new way of measuring how a nation is faring. Development should not be seen in narrow economic considerations. Development should be holistic covering body，mind and soul of individual，society or nation. How by applying outreach concept one can bring in reorientation of academia to see development in a different perspective is discussed. There are various research studies in terms of modern science also covering various aspects of Asian values and practices which help in holistic development of mind，body and soul. It is argued that university outreach and engagement may prove useful in bringing universities to terms in balancing their entrepreneurial role and cultural role. The social responsibility of universities and academia in making a difference in shaping the society should be main focus in adopting strategies and concepts，it is argued.
