自由意志是个人根据自己的判断不受阻碍地进行选择（或选择自己行为）的能力，国家作为人格，它像个人一样拥有自由意志。自由意志的实现包含主观选择的实现和客观效果的实现两个方面，前者产生自由意志在形式上的实现，后者则产生自由意志在实质上的实现；其中，形式的自由意志的实现为实现自由意志提供了价值目标，实质的自由意志的实现则要求在现实的经验社会中以形式自由意志的实现为目标最大限度地实现国家的自由意志。在实质上，国家自由意志的实现可能为善，可能为恶。由于一个国家为善的自由意志的实现可以增加所有国家在实现意志中的整体自由，而它的为恶的自由意志的实现则会妨碍所有国家在实现意志中的整体自由，因此，任何国家都应该在遵循正义原则的基础之上，通过内在自律和外在限制来控制自己自由意志的实现程度，确保所有参与国际交往的国家都能最大限度地实现自己的自由意志，从而实现更大的整体自由。
Free Will is an ability based on human’s own judgement to make dicisions or to choose one’s own behaviour without any impediments. To some degree，the commonwealth has a personality so similar as the human does，that unavoidably results in the form of Free Will in the commonwealth. In the nationwide，the realization of free will comprises two aspects，the realization of subjective choice and that of the objective consequence，and the former makes the realization formal while the latter makes it real. The formal realization provides the valuable purposes of the realization，and the real realization requires realizing a commonwealth’s free will to the maximum degree under the purpose of the formal realization in the experimental world. In essence，the consequences can be either good or evil，due to one commonwealth’s good realization of free will can help adding up to the other commonwealths’ freedom of realization in general while the evil realization of free will hinder the other commonwealths’ freedom of realization. Consequently，every commonwealth should control the extent of its realization by self-restraint and external restrictions under the principle of justice，in order to make sure every commonwealth participating in transnational discourse can realize its free will to the maximum degree，and this brings about the larger freedom in general.
