本文回顾了2018年日本互联网的发展状况，从网络安全政策的制定实施情况、互联网数据公开情况、人工智能网络的推进情况以及个人信息保护举措这4个方面进行了描述。其中日本在个人信息保护方面的举措最大。2018年3月，日本政府对《网络安全基本法》进行了第二次修正，提出了“设置网络安全协议委员会”和“加强国际合作”的新举措。日本政府于2017年5月30日起推出并实施了《改正个人信息保护法》，其中有一个重要举措就是，将原来“处理低于5000人份信息数据的公司和企业不作为适用范围”这一条文删除，不管人数多少，只要是以运营和处理个人信息为业务的公司、企业和事业经营者都作为修正案的适用对象。
This paper reviews the development of the Internet in Japan in 2018，and describes the four aspects of the development and implementation of the network security policy，the disclosure of Internet data，the promotion of artificial intelligence networks，and personal information protection initiatives. Among them，Japan has the largest initiative in personal information protection. In March 2018，the Japanese government made a second amendment to the Basic Law on Cyber Security，proposing new measures to set up the Network Security Agreement Committee and strengthen international cooperation. At the same time，the government launched and implemented the Law on the Correction of Personal Information Protection on May 30，2017. One of the important measures is to remove the original article “Handling companies and enterprises below 5000 people as not applicable”. All companies，companies and business operators who operate and process personal information are subject to amendments.
