加拿大的互联网发展程度较高，互联网用户达3305万，网络渗透率90%。加拿大是全球第一批开展电子政务建设的国家之一，具有强大的网络基础设施建设和完善的数据开放体系。此外，加拿大还构建了完备的网络安全监管体系和预防机制，有效地保障了用户的互联网使用安全。相较之下，中国的电子政务建设起步较晚，网络安全仍有待加强。通过对加拿大电子政务和网络安全建设历史的梳理和对当前国家战略的分析，本文旨在为中国的互联网建设提供具有实践性的建议。

In addition，Canada has also established a comprehensive Internet security regulatory system to effectively protect security and privacy. In contrast，China’s e-government construction started late，and cybersecurity still needs to be strengthened. Through the analysis of the development of e-government，cybersecurity construction in Canada and，it can provide practical reference for China’s Internet development and governance.
