基层社会治理是国家社会治理体系的基础，也是社会治理的重点和难点。随着以互联网为代表的网络信息技术的迅猛发展，技术应用在基层治理中发挥着重要的作用。本文从概念反思明晰了基层社会治理的范围和内容，从技术反思总结了三种不同的影响范式，总结了信息技术在基层社会治理中所发挥的各种作用。在新的形势下，本文分别从技术视角从信息化研究框架入手分析了基层治理信息化发展的现状，从基层治理变迁的角度对信息应用的重点环节进行了阐述，提出现实发展中的关键问题和对策。
Grassroots social governance is the foundation of the national social governance system and the focus and difficulty of social governance. With the rapid development of network information technology represented by the Internet，technology application plays an important role in Grassroots Social Governance. This paper analyzes the scope and content of Grassroots Social Governance from the concept reflection，summarizes three different influence paradigms from technical reflection，and summarizes the various roles played by information technology in Grassroots Social Governance. Under the new situation，this paper analyzes the current situation of Community informatization development from a technical perspective by IT framework，and expounds the key links of information application from the governance change perspective，and puts forward the key issues and countermeasures in real development.
