近年来，中国对德投资大幅增加，德国对关键技术流失、数据保护以及中国国有企业对其高科技和基础设施供应商企业进行兼并的警惕性逐渐攀升。尽管看到了中国投资带来的机遇，但面对自2016年以来中国对德国高科技以及智能制造企业的大额并购，德国政界对来自中国企业的高科技领域的投资与竞争愈发谨慎。自2017年起，德国联邦政府通过《德国对外经济条例》第九次修正案，从法律层面加强了政府部门对于非欧盟国家在德国直接投资做出限制的可能性。2018年，德国投资安全审查制度已现愈发严厉的趋势，但德国商界与政界和学界的意见有所出入。
In recent years，China’s investment in Germany has increased substantially. Germany’s awareness towards the stronger competition from China for key technology，other standards of data protection and mergers and acquisitions of German high-tech companies or infrastructure suppliers by many Chinese state-owned enterprises has gradually increased. Although Germany has seen lots of opportunities due to the Chinese investment，facing the challenges of China’s large-scale M&A of German high-tech and intelligent manufacturing enterprises since 2016，German politicians become increasingly cautious about the investment and competition in high-tech fields from Chinese companies. The German Federal Government passed the Ninth Amendment to the Foreign Trade Regulations in 2017，which granted the government more authority to restrict the direct investment in Germany from non-EU countries. In 2018，the screening measures became increasingly strict，but the German business circle has different opinions from the political and academic circles.
