随着欧盟2014~2020多年期财政框架即将到期,欧盟于2018年启动了新的财政框架(2021~2027)的谈判进程。在这一过程中,作为欧盟财政框架一个重要组成部分的发展援助,也展现出了一些新的发展动向。目前来看,欧盟的发展援助政策的变化主要体现在援助理念的内向化和保守化、援助资金在区域和专题上的再分配以及援助工具的精简和优化等三个方面。非洲是欧盟开展发展援助活动的重点地区。欧盟新一轮发展援助政策框架的调整,不可避免地会对欧盟对非援助带来深刻的影响。除了整体上欧盟对非发展援助可能出现的“重北轻南”的态势之外,欧盟也将会继续加大对非洲的移民问题和安全稳定问题的关注。
As the EU’s Multiannual Financial Framework (2014-2020) is about being overdue,the EU inaugurated the negotiation on the new financial framework (2021-2017) in 2018. The EU’s aid budget constitutes a component of the financial framework and is certainly being negotiated as well. Although more details are to be unveiled,some trends of the EU’s new aid policy have been displayed. In sum,the EU’s aid philosophy is becoming increasingly conservative and inward taking,the EU’s aid spending is being reallocated and its instruments are being re-organized and further streamlined. The African continent has always been the EU’s “aid darling” and the changes of the EU’s aid policy will inevitably generate profound impact over its aid activities in Africa. In addition to the emergence of the likely situation of “stressing the North while overlooking the South”,the EU may likely attach growing importance to migration and security issues in Africa in the future.
