由联盟党和“五星运动”组成的第65届联合政府成为欧盟创始国中的第一个民粹主义政府。随着中间派政党,尤其是中左翼民主党在2018年大选中的落败,意大利出现新的两党格局。在极右翼和反建制政党的领导下,本届政府在移民、财政预算草案计划等问题上与欧盟分歧严重。反移民和疑欧主义成为本届政府的新“标签”。新政府面临的主要挑战,一是如何兑现各自的竞选承诺,二是如何通过执政能力的考验。“五星运动”和联盟党都希望在2019年5月欧洲议会选举中“大显身手”。
The 65th Italian coalition government formed by the League and Five Star Movement (M5S) becomes the first populism government among the six EU founding member states. A new bi-party system has emerged since the centrist party,especially the central-left Democratic Party failed in the 2018 Italian parliament election. Under the leadership of the far-right and anti-establishment parties,the new Italian government has confronted with the EU on the issues of immigration and 2019 budget draft plan. Anti-immigration and Eurosceptics becomes the new label of the Italian government. Today,the new government has to deal with challenges of honoring its campaign commitments and building its governance capacity. Both the League and M5S are ambitious towards the upcoming European Parliament election in May 2019.
