2016年以来，中俄继续进一步夯实全面战略协作伙伴关系，中美关系维持竞争与合作的常态，俄美关系因既存在战略利益冲突又存在结构性矛盾而难以改变。已经积存一段时间的国家实力的量变引起了国际格局的量变，这种量变进而带来大国战略意图和双边关系的改变。积蓄的量变正在引发国际格局和国际关系的质变，国际政治经济新秩序正在缓慢形成。
In 2016-2017 China and Russia continued to strengthen their strategic cooperative partnership，while China and the United States maintained their normal relations of competition and cooperation. It was difficult to make improvements in US-Russian relations because of conflicts of interest and conflicts in the international structure. The ongoing power shift led to a transformation in the distribution of power，which transformed the strategic intentions of the major powers. With the shift in strategic intentions，bilateral relations among the major powers underwent a major change. The quantitative change in the distribution of international power led to a qualitative change in international relations，resulting in the emergence of new international political and economic orders.
