政治人才的定义离不开一个地方具体的政治、经济和社会制度。在香港“行政主导”的体制下，公务员当中的政务官和政治委任官员是最重要的两类政治人才。笔者首先对从殖民地时期遗留下来的政务官制度的架构、组成、角色、传统作出分析，然后对回归后新的政治委任制度（又称“问责制”）扩大下的副局长和政治助理的组成、功能进行梳理，最后探讨在政治反对力量日益壮大的形势下，两类政治人才如何面对困难和更有效地进行合作。
The definition of “litical talents” depends on the actual political，economic and social institutions of a particular place. Hong Kong has an “administrative-led” system，and the Administrative Officers as well as Politically Appointed Officials remain the two most important type of political talents. This paper first examines the structure，composition，roles and tradition of the Administrative Officer rank，inherited from colonial times. Next，the introduction of the Expanded Political Appointment System will be discussed，in particular on the composition，background and functions of the ranks of Undersecretary and Political Assistants. Finally，the paper will discuss how the two types of political talents could face and overcome the difficulties amid the trend of growing political opposition across Hong Kong.
