“一国两制”在香港特区遭遇的最大挑战是香港社会的人心回归没有很好地完成。其成因非常复杂，当中最为核心的应是香港居民作为国家成员对国家政权体系的赞同性认同主体资格迄今为止尚未完全建立。未来，应通过对香港居民政治—法律公民身份及其实施机制进行构建和完善，在香港生成一种以宪法为中心的爱国主义，促进香港真正意义上的回归。
The biggest challenge of “one country，two systems” policy in the Hong Kong Special Administrative Region is that the return of the hearts of Hong Kong people is not well done.The reasons are very complex and the core reason is that the Hong Kong residents，as members of the state，have not fully established their approval on the nation's power system.In the future，we should build and improve the political and legal citizenship and its implementation mechanism of Hong Kong residents，and build a constitutional patriotism in Hong Kong so as to promote the real return of Hong Kong.
