粤港澳自贸区如要与上海自贸区齐头并进或更胜一筹，其构建也必须着眼于制度创新，着眼于创造出一个符合国际惯例、自由开放、鼓励创新的市场经济环境。为此，广东应仿效上海，将南沙、横琴和前海三地打造成一个自贸区；学习与借鉴香港的相关制度，在自贸区大力推进制度创新；继续大力推动粤港澳紧密合作，特别是在南沙、前海、横琴这三个平台上与港澳展开更为紧密的合作。
To catch up with the Shanghai FTZ，the establishing of an FTZ in Guangdong，Hong Kong and Macau shall be focused on the institutional innovation and creating a market economy environment which is conforming to international practices，free and open，and encouraging innovation. Guangdong shall learn from Shanghai and establish an FTZ including Nansha，Qianhai and Hengqin，push forward institutional innovation in the FTZ through learning from Hong Kong，and promote the close cooperation between Guangdong，Hong Kong and Macau，especially the closer cooperation between Nansha，Qianhai and Hengqin，Hong Kong and Macau.
