2020年是全面建成小康社会和“十三五”规划的收官之年。面对突如其来的新冠肺炎疫情、世界经济深度衰退等多重严重冲击，中国在以习近平同志为核心的党中央坚强领导下，统筹推进疫情防控和经济社会发展，疫情防控取得重大战略成果，在全球主要经济体中唯一实现经济正增长，脱贫攻坚战取得全面胜利，决胜全面建成小康社会取得决定性成就。城市作为人类聚居区域，虽然首当其冲受到疫情全球大流行的不利影响，但也呈现较强的抗风险能力，较快地聚集资源实现重建。广州积极应对疫情对经济和社会生活的影响，稳步推进城市国际化，持续完善营商环境、不断汇聚创新资源、加快经济转型升级、积极开展人文交往，为提升国际地位积蓄量能。

《广州城市国际化发展报告（2021）》由广州市社会科学院城市国际化研究所编辑出版，以广州为主要研究对象，跟踪探究中国城市国际化发展的途径，搭建城市国际化研究的学术交流平台。研究显示，2020年广州城市国际化稳中趋优，尤其是外贸转型升级成效突出，新业态加速发展，外资稳健增长，对外投资步伐稳健，世界级交通枢纽轮廓显现；广州克服疫情影响，用好互联网技术举办高端会议活动提高广州声量，加强对外伙伴网络交流，全方位开展抗疫国际合作，聚集世界城市治理合力，国际传播能力建设也全面提速，成为全球公共危机下勇担全球城市之责的中国城市代表。

本书包括总报告、专题篇：服务构建新发展格局、城市评价篇、国际经贸篇、交往与传播篇、国际化案例篇等六大板块内容。并设有“2020年中国城市国际化十大关注”前序，就2020年中国城市国际化重大事件进行梳理总结，把握中国城市国际化实践及研究动态。

总报告总结了2020年广州城市国际化发展现状，包括广州对外贸易、双向投资、交通枢纽、重大国际交流平台、对外伙伴网络、国际传播能力建设等领域的现状与成绩，特别是抗疫国际合作方面的情况，并分析了广州在权威全球城市评价排名中的表现，展望2021年世界形势，提出促进广州城市国际化发展的建议。

专题篇：服务构建新发展格局把握广州服务国内国际双循环发展定位，并从加强广州国际航空货运能力建设、建设国际消费中心城市等角度探讨广州打造引领新发展格局战略平台的路径。

城市评价篇分析国际权威全球城市评价排名的研究方法和结果变化，总结全球城市发展趋势及中国城市在全球城市体系中的表现，并就广州建设国际科技创新城市、环境竞争力等方面发展状况进行绩效评估和比较分析。

国际经贸篇围绕广州建设跨境电商中心城市、推动区块链赋能粤港澳大湾区国际金融枢纽建设等议题展开进一步促进国际经贸发展的探讨。

交往与传播篇分别探讨了“十四五”新时期广州建设国际交往中心的新思考和城市国际形象的呈现。

国际化案例篇是本书的又一创新篇章，聚焦各类机构推动国际化的案例研究。跨国企业不仅能获取全球化经营效益，而且通过实现技术溢出、带动人文交往和增进民生福祉，增强所在城市的国际影响力，是城市国际化的重要生力军。本书遴选广州地铁、京信通信、海大集团等多家企业立足广州、面向全球的对外投资典型案例，总结企业国际化发展的经验，也为城市决策者用好企业之力推动城市国际化提供启发。

The year 2020 is the final year for completing the building of a moderately prosperous society in all respects and the 13th Five-Year Plan of China. Under the strong leadership of the CPC Central Committee with President Xi Jinping as the core，China has pushed forward epidemic prevention and control and economic and social development in the face of the sudden outbreak of COVID-19 epidemic，recession of the world economy and other serious impacts. China has made great achievements in disease prevention and control，and become the only country that realizes economic growth in the world’s major economies. Also，China claims a comprehensive victory in the fight against poverty，making a decisive step forward in building a moderately prosperous society. As communities where human beings live，cities are the first to be adversely affected by the pandemic，but they have also shown strong resilience by gathering resources at a fast speed to achieve recovery. Considering the impacts of the epidemic on economy and social lives，Guangzhou steadily promotes the internationalization of the city by constantly improving business environment，gathering innovation resources，speeding up the economic transformation and upgraddation，and carrying out cultural exchange，to accumulate capacity for the new round of improvement of its international status.

Annual Report on City Internationalization of Guangzhou （2021） is edited and published by the Institute of City Internationalization Studies of the Guangzhou Academy of Social Sciences. The report takes Guangzhou as the main research object，tracks and explores the internationalization paths of Chinese cities，and builds an academic exchange platform for city internationalization researches. The report shows that in 2020，the internationalization of Guangzhou is stably making progress. The transformation and upgrading of foreign trade sees an outstanding outcome. The development of new forms of business is accelerated. Foreign investment and outbound investment grow steadily. Guangzhou is becoming a world-class transportation hub. To overcome the impact of the pandemic，Guangzhou holds high-end conferences and activities online to improve the influence of the city. It strengthens communication with its foreign partners，and carries out international cooperation in an all-round way to fight against the pandemic. By gathering the governance experience of cities in the world，Guangzhou has increased its ability in international communication and becomes a representative of Chinese cities in shouldering the responsibility of overcoming worldwide public health crisis.

This book consists of six chapters：General Report，Special Reports on Serving the Building of the Building New Development Paradigm，City Evaluation，International Economics and Trade，International Exchanges and Communication，and International Case Studies. In addition，“the Top Ten Concerns about Internationalization of Chinese Cities” is designed as a preface to sort out and summarize the major events of Chinese cities’ internationalization in 2020，so as to understand the latest practice and research trends.

The General Report sums up the present situation of Guangzhou’s internationalization in 2020，including Guangzhou’s current status and achievements in areas such as foreign trade，FDI and ODI，transportation hubs，major international exchanges platforms，friendship network，international communication ability construction etc.，especially its cooperation with the international community in fighting against COVID-19. The report also analyzes Guangzhou’s performance in authoritative global city research rankings，forecasts international development in 2021，and proposes suggestions on promoting the internationalization of Guangzhou.

The Special Reports on Service in Building New Development Paradigm chapter analyzes Guangzhou’s dual development orientation of serving international and domestic needs，and discusses the path of building a strategic platform to lead the new development paradigm in Guangzhou from the perspectives of strengthening Guangzhou’s international air cargo capacity and building an international consumption center city.

The City Evaluation chapter analyzes the changes of methods and results of the authoritative global city rankings，summarizes the development trend of global cities and the performance of Chinese cities in the global city system，and evaluates and compares the development of Guangzhou in terms of building an international science and technology innovation city，and environmental competitiveness.

The International Economics and Trade chapter focuses on the topics of building Guangzhou into a center city of cross-border e-commerce and promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area into an international financial hub empowered by block chain.

The International Exchanges and Communication chapter respectively discusses the new thinking of building Guangzhou into an international exchange center and the presentation of the city’s international image in the 14th Five-year period.

In this Year，the book introduced a new chapter — The International Case Studies，focusing on the internationalization case studies of various organizations. Transnational enterprises not only obtain the benefits of global operation，but also enhance the international influence of the city where they are located by realizing technology spillover，promoting cultural exchanges and improving the well-being of people’s livelihood，so that they become an important new force for the internationalization of cities. This book selects typical enterprises based in Guangzhou and facing the world，such as Guangzhou Metro，Comba Telecom System Holding and Haid Group，summarizes the development practice of their overseas investment，and provides inspiration for city decision-makers to make good use of the power of enterprises to promote the internationalization of cities.
