欧盟正加速发展数字经济以实现经济复苏，并希望通过数字经济核心竞争力的塑造，成就欧洲在全球的领导力。尽管目前欧洲的数字经济总体规模还不够充分，但其科学的规划管理和法律政策的制定优势，为其数字经济的未来发展奠定了良好基础。2021年，欧盟先后出台多个数字经济政策，从远景规划、数字基础设施建设、新兴技术治理、网络安全等七个方面进一步引导和促进数字经济发展。这也为中欧数字经济合作带来更多可能。
Europe is accelerating the development of digital economy to boost the recovery，and hopes to achieve Europe’s leadership in the world through the shaping of core competitiveness of digital economy. To reach the digital targets and objectives，EU is taking full advantage of strategic planning and law and policy formulating. In 2021，the EU has introduced several digital economy policies to further guide and promote the development of digital economy in seven aspects，including digital vision，digital infrastructure construction，emerging technology governance and cyber security. This also brings more possibilities for China-EU digital economy cooperation.
