在“一带一路”倡议下，跨境电商与跨境物流发展成果显著，国际物流的联盟化发展有利于深化“一带一路”沿线的国际合作。跨境电商物流联盟是跨境电商领域的国际物流联盟，可以从联盟主体、制度规则、合作机制与形式、产品及组合、数据系统与平台、安全体系、资源共享等方面构建跨境物流联盟体系，但在建设过程中需要特别关注推动海关监管国际合作、建设技术联盟、构建虚拟物流联盟、做好联盟风险管理等内容。
